You didn't get charged twice, that would have been $46 and $46 or $70 and $70. They charged you for two separate transactions.
I'd go to the bar and ask them to issue you a credit for the $46. That should rectify the situation easily. If they do not/will not then go to your bank/credit card company and lodge a complaint against the bar to get your money back.

oops! nevermind guys, i forgot DH went the night before for a few for my friends wedding party thingy.
