I would try Wal-Mart or K-Mart
ETA: Walmart has T's listed for less than $8 on their website.

I picked up some collared golf shirts for DH at foot locker last week. The solid ones were 3 for $19.99, the striped ones were 2 for $19.99.

What is inexpensive?
Michaels and AC Moore usually has Hanes ones for less then $8 each.
And Old Navy has them for $8.50...sometimes two for $12 or 2 for $10 if your lucky.
