Can you paint
Siding? I am looking at a house with new siding, but the color is UGLY! Is it possible to just paint over that color??

I'm sure you can, but I'd be worried that it would look even worse in a short time. Suppose there was a bad rainstorm or something and the paint started to come off, that would look really crappy. Plus vinyl siding has a coating on it to protect it from the elements, not sure how well paint would adhere to it.
I'd ask at a paint store. When we were painting over paneling, Janovic was really helpful, much more so than Home Depot.

Yes, you can but it needs to be primed properly. I have painted aluminum siding (years ago) but not vinyl.
In situations like these I tend to NOT go to Home Depot and straight to a smaller Mom and Pop specialty paint store like one of the Benjamin Moore Stores. The people there are very knowledgeable about such. They will be able to guide you. I tend to avoid Home Depot because many of the people there know a litle about each area but not necessarily experts in any one dept.
ETA: Janovic is great... not cheap but in a case like this it's worth it to get the right info.
