If you mean do they really make you sweat - YES!
As for making your waist like Shakira's...mmmm don't know. I used one when working out for months and months but I have no idea if it made a difference besides the tons of extra sweat.
I stopped using it and still saw results... but now that I see Shakira uses one - I might start using it again! 
I got mine at Bally's.

Well, the extra sweat must have some sort of effect and well, Shakira looks amazing, so I may just have to find one and start using it
