I am Pi$$ed!!!!
One of my peasant skirts says it's machine washable and tumble dry low. So I did exactly that! It shrunk up a good 3-4 inches and now the under layer sticks out of the bottom! I am so mad!!

I would return it. I have returned things that got ruined in the wash because of their directions.

I'd say take it back! did you wash in hot or warm water? that ALWAYS makes clothes shrink.
But, if you followed washing instructions and it still shrunk, take it back and see if they will exchange it
