Is anyone following this story? Its incredibly strange.

(CNN)Charles Kinsey said he was lying in the middle of the street with his arms raised high when police shot him in the leg.

Kinsey, who works for an assisted living facility in North Miami, had gone outside Monday to assist one of his patients who had just had a behavioral incident when police showed up, his lawyer said.
They were called to the scene after they received reports of an armed man threatening suicide, authorities said.
Kinsey said that when police arrived, he tried to explain that he was a behavioral therapist at the nearby facility and that his patient has autism and that he was holding a toy truck, not a firearm.
He then asked his patient, a 23-year-old, to be still and lie down.
"I was more worried about him than myself," Kinsey told CNN affiliate WSVN.
Cell phone video from the scene released by his lawyer, Hilton Napoleon II, shows Kinsey lying on the ground with his arms raised and another man sitting cross-legged next to him.
"As long as I've got my hands up, they're not gonna shoot me, that's what I'm thinking," Kinsey said.
"Wow, was I wrong."
A second video provided by Napoleon shows Kinsey lying in the road, on his stomach and handcuffed. It's not clear if there is video of the actual shooting and what happened between the two videos provided by the lawyer.
'Why did you shoot me?'
North Miami Police said in a news release that they are investigating the shooting and have asked potential witnesses to come forward with any photos or video they may have from the incident.
The officers who arrived "attempted to negotiate with the two men on the scene."
At some point, one of the officers discharged his weapon, authorities said. That officer has been placed on administrative leave, as is the standard procedure.
Kinsey said he was surprised, like when a mosquito bites unexpectedly.
"When he hit me, I'm like, I still got my hands in the air," he said.
"I'm like, 'Sir, why did you shoot me?'" Kinsey said he asked the officer.
"He said to me, 'I don't know.'"
The Miami-Dade State Attorney's Office is assisting with the investigation, police said.
'He did everything he was supposed to do'
Kinsey was shot in his right leg after officers fired two or three shots, according to Napoleon.
After the shooting, Kinsey told WSVN he was flipped over and handcuffed.
According to Napoleon, Kinsey laid on the ground for 20 minutes before an ambulance arrived on the scene.
A hospital spokeswoman said Kinsey is in good condition.
"Physically he will recover but mentally he felt like he did everything he could possibly do and that wasn't good enough," Napoleon said.

This story is just unbelievable. I don't see how anyone could say there was any gray area here. Even if this guy was an awful, terrible person (and it certainly doesn't seem like he was at all!), there couldn't have been concern that he was a threat to the police (or anyone).

I saw the video footage and the only thing that I can think of is that the officer thought the patient became a threat (whether to Kinsey or the officers), not Kinsey, and fired at the patient, not Kinsey.

Unfortunately the actual shooting is missing, but not the before or after which I find odd. Has anybody seen a full video?

ETA: Although cuffing Kinsey kind of blows my theory. But again, we can't see what transpired during the shooting and even just after the shooting and even then it's cut short after the shooting.

This story is just unbelievable, sickening and completely outrageous. I hope this PO was stripped of his weapon and badge pending investigation. Like we need him walking around with a deadly weapon but doesn't know why he is shooting unarmed, unthreatening people.

I don't need to see the actual shooting- the facts are this man was unarmed, this man was on the ground with his hands up in the air non threateningly identifying himself as a mental health professional with a patient… and yet he was shot by the police.

And of course the black guy was shot, not the white guy who supposedly had the "gun" (or toy truck, you know whatever). Not that he should have been shot either! But come on man, when is this going to change?!!!! I could vomit.

It's HiltON, not HitLER.

And this story is horrendous - I know there is "missing" footage, (or no existing footage) but I can't imagine what could have happened in between the initial video and afterward to come anywhere close to justifying what happened.

Another opinion:

Law enforcement needs training when it comes to dealing developmentally disabled/delayed/ASD populations. A lot of what I have read says that when a person with ASD sits down in odd or uncomfortable areas it is their way of finding control in a situation that feels foreign or disturbing to them.

If LE cannot remain calm in situations where violence is not warranted - for all their fancy training - then they have no business wearing the badge.

Not every single situation is a dangerous threat, and cops who percieve every single situation as such might be trigger happy and unnecessarily defensive. Cops are supposed to be trained to evaluate situations and diffuse the danger as efficiently and peacefully as possible.

This is why LE is out of control, with no apparent standards and accountability and I'm sick of it. Why even argue that there are good cops when no one is stopping the bad ones?

Do I also think in some cases the actions of some of the victims could have been different. Yes


I actually think this video is a great example of why we shouldn't lump all these cases together bc every one is different with different circumstances

But to say a statement like that for me means that these days cops just walk around shorting at any black person walking around. they see

Now before the crowds come out me with pitchforks and throw numbers and stats at me.

What I am

No one is saying that LEO's walk around killing people for sport.

But this is out of effing control. They are shooting at people who are doing the very thing everyone keeps saying to do - "just respect the police and you won't be shot."

Eff that. Seriously.

But she didn't say every cop does this, but that's pretty much exactly what happened in this case! They shot a random black man for doing absolutely nothing wrong!

For me,imo it put every single officer in the same category

I agree with this

lumping all LEOs into one group is wrong, just like lumping all Muslims, black, white, Italians, Irish - etc etc.

Everything should be viewed on a case by case basis.

You're right when you say all officers shouldn't be lumped together. I agree.

I guess i just feel if this man - who even identified himself as a mental health professional or what have you - if he were white, he wouldn't have even had to lay with his hands up and wouldn't have been shot at all. This man is serving people in his job and was protecting the autistic man. He couldn't have done anything better and he still got shot.

It's more than better training and tactics. It's a mentality that needs to change. And that's difficult.

What message does this send? It's terrible.

I'm sorry. I can't believe this. I know you are passionate.

But statements like this is why I don't know if my brother in law will come home at night.

And yes. I know your going to say the mother of a black son can say the same thing.

And again that's why you shouldn't lump every officer together. Same as you shouldn't lump every black man in the street

Its not putting EVERY officer in the same category but to deny that there is a serious, systemic problem is naive.
