When contrasting something would you say
1. On one hand... and on the other hand...
or
2. On THE one hand...and on the other hand...
or
3. Both sound OK

They're both grammatically correct. It's preference. I'd use option 2.

Both are correct; since the expression is idiomatic, I feel it has some leeway anyway.
