A very close friend has already told you that they won't be able to attend your wedding.

Yes, I would. In case they have a change in plans, and so they know you would like them to be there in any case.

Since it's a very good friend, I'd probably tuck a little hand written note into the invite that said something like, "Just in case your plans change and you are able to make it"
