Asking for a friend but his impression is that cobra will take up his full benefits and then some. Really have no idea how this works but that's pretty rough.

Not sure what you mean by take up his full benefits?

Cobra lets you continue your health coverage when it would normally be terminated. You pay to continue it but it's important to do so there's no lapse in coverage, for obvious reasons. Also a lot of insurance companies won't cover you unless you're already insured and coming off another plan.

I just mean the health coverage per month will cost more than his entire unemployment benefits.

It is very possible. Cobra is extremely expensive and benefits aren't that great.

Is unemployment short term for him? You have 90 days to start Cobra with a retroactive payment. So if on day 85 you get sick and need Insurance then you can start Cobra but will have to pay for the prior months as well. I purposely didn't start it, I had one doc appointment during the time I would be on it and it was cheaper for me to pay for it out of pocket. My new job and insurance kicked in at day 89 so I just waited it out knowing that Cobra was a back up if absolutely necessary.

Cobra might be expensive but he should also be able to go on the exchange and get benefits.

If he is the only wage earner in his family he may be eligible for Medicaid. Cobra is very expensive. Unemployment in ny is a little over 400 a week
