Senior Citizens assistance for tree removal?
Mom has an enormous tree that she has been losing sleep over. It is behind a fence behind the neighbor's garage. Although it is not on her side of the fence, it literally straddles the property line according to the survey. It is in between 3 properties, and if it falls, it will cause major damage to all. Mom is recently widowed and considered low income. In the past, she asked the neighbor to help her with the cost of having it removed, since it is on his side of the fence. He has refused every time. The cost of the tree removal is unaffordable, however risking the damage done if it (or large limbs) falling is too much, and she literally loses sleep over it.
Are there any public programs to help senior citizens with stuff like this?

Maybe she can call the town and see if there is anything they can do since the tree poses a potential hazard?

Any branches that are on your moms side of the fence she can have trimmed. I would look into having an arborist come to examine the tree to determine its health.
