The father has parental rights, she would need him on board to sign away his rights for adoption.

I would think maybe there are some counseling services she could possibly be eligible for that could walk her through her decision.

Might be a good starting point.
Sending prayers to your friend / this girl. It is a very noble thing for her to consider and I wish her all the best.
