Rude neighbors

A guy across the street and down a few houses parked his car in front of my house before the storm. It's never parked there- I can assume that he parked there so the plows would get close to his side of the street. So, the plow didn't get close to our property and when he was digging his car out this morning, he was throwing snow on the hydrant on our property that DH dug out. DH asked him not to throw snow on the hydrant because he had to dig it out again and the guy was a TOTAL d!ck about it. Why can't people be civilized humans? I really want to call the cops and have him ticketed for parking too close to a hydrant, but DH doesn't think the pd would do that since they have more important things to worry about. I also want to park every car I own in front of his house before the next storm. I hate when people don't have common courtesy.
