Maybe you could have his pic on a table with a special poem or note about keeping those in the service in our thoughts.
Or some kind of special favor? I just did a quick look-up on Pinterest and someone gave a donation to the Wounded Warrior Project in lieu of favors.

Have your dj or band dedicate a song to him. Have them say this one goes out to (brothers name) who couldnt be here today but we know hes celebrating this gorgeous new couple with us. And have them play a song, patriotic or maybe a special song that you and him may share.

I agree with the wounded warrior project thing...
Good dedication song is lee greenwood- proud to be an American. That song brings me to tears every single time I hear it
I'd also, even though he's not there, have a seat for him. Because no matter what, he'll be there with you in spirit.
