Laborer's Union?
My BIL workers for the Laborer's Union, local 66 here on Long Island. I don't know if this is the same as in the city but my BIL is what they consider a "hall guy" and he is only called when jobs are bigger and the "shops" can't handle the work load with the employees that they have and call the hall for extra help. The hours, when he's called, are usually 7-3:30 and the pay is around $25 per hour.
