4th birthday party on a Sunday at 11AM?
We typically attend 10:30 AM mass, so unless it was a family member or close family friend, we would probably decline. But I think more people would show up than not.

If they go to church and want to attend the party they could go to an earlier mass or Saturday night

Do what works for you. My theory is you can't please everyone. If people want to be there they can go to another mass
