Party's at place is it the norm for them to add on gratuity?

Usually the past few places we tipped at the end of the party. this places adds on 15% already what if they don't do a good job they already got there tip no matter what. Not sure how I feel about that especially they give you the total party package price and then when you get the final bill this was added in. They also want cash to pay the final balance

Usually when there is a "service charge" added in at a party place - that goes to pay overhead and the workers salaries - it isn't given as a tip.

They should have told you outright though that there would be a 15% service charge.

I think that's pretty standard and I would say 15% is even on the low side. I've normally seen 18% for parties. I would *think* that if the party was really that awful that you could dispute the tip. Only once in my life have I had service so bad that I left less than 15%.
