My boys (3 and 5) can't yet swim but they love fish. In our recent trip, they LOVED seeing occasional fish swim by in the Bahamas while we were playing at the beach.

Is there anywhere to snorkel in shallow waters that do not require swimming?

I know there are spots in Hawaii. Looking for something preferably on the East Coast where we can drive but also open to flying, just not all the way to Hawaii.
