Almost 4 yr old waking in the night

DS will be 4 next month. For some reason he has been waking at night crying for me. If I don't come he gets louder and more hysterical. It's like every night. I got in early enough I can tuck him back in bed and he's fine. There are times I tell him he can sleep on our floor (I put a comforter, pillow and blanket down next to me). Sometimes he says he just wants to cuddle.
I don't think it's nightmares and he's not sick bc sometimes he's fine after he goes to sleep. I notice it's been since he's been potty trained. Like he feels the urge to pee or something. He does go right before bed and I done give him much liquids later at night. I have taken some big boy toys away saying if he comes in our room he can't get his big boy toy, I have a sticker chart that he gets at night, but none in the morning if he comes in.
Nothing is working. I can't let him cry it out bc I don't want him waking his brother.
He understands it all in the morning and at night before bed. He goes to sleep fine each night in his bed usually no issues. It really seems to be around the same time too. Wines a bit at around 11pm, but goes back to sleep and then around 3:30ish he cries and wants to be with me. Sometimes I take him to the potty and then he won't go back to bed. He usually gets up between 6:30 and 7am
He does go to bed at 7:30. Even if he goes later on the weekend or we have a busy day it makes no difference. He's still up early and cries at night.
He doesn't nap anymore.
Just don't know what to do. He does have some developmental delays, but I think it's just him, the age or a bad phase. He's ok on the floor sometimes too. I just hate getting up a couple of times at night.
Sorry so long. Just looking advise. He's happy and good on the morning and really all day. Well, typical for a almost 4 yr old. Lol

It probably is a phase. My son who is 4 was having some waking up issues - most times it was the bathroom or some pain or just a blanket he wanted. He always went right back to sleep - the phase has ended thankfully and now he just occasionally gets up for the bathroom - I notice that on chillier nights.
