I bought DD a leotard with an attached skirt at Target. The dance stuff is in the little girl's section but the XS fit DD fine (she is wearing 2T). They don't have a huge selection- maybe 4 or 5 things to choose from, some leg warmers, tights and a skirt or 2.
There is also a dance wholesale place on the north service road of the LIE in the Hauppauge area but I haven't been in there

Target didn't really have much of a selection when I looked
I need black leotards, pink tights and soft skirts.

Walmart has plain black leos for like $6 and they come in XXS. They are in the big girls section with the socks, undies, etc. I wouldn't buy their dance tights though, they are made for people without ankles  and they are not form fitting.

I don't know where you live... but Kmart seemed to have the biggest selection to me... I drove to Huntington Kmart just to get her stuff...
