If I am in the room, both kids stick to me and want to be picked up. They start getting whiny and really needy.
As soon as I step out of the house, they are great kids.
What am I doing wrong?!?!?

I say they do it because they are looking for attention.
Whenever my kids act out in any way, I try to ignore it (unless it escalates) as much as possible. When they are behaving well (using manners, playing independently, eating what they should, being caring to each other), then I make a point of showering them with hugs and praise.

It sounds like you're doing everything right to me!
My kids used to be perfect angels until I picked them up. Then they'd cry & whine. Someone pointed out that I was the person they destressed with
But honestly, if your kids want you & want to hang all over you, as annoying as it is, it's because you're the best toy in the house. No shame in that..
For help, repeat after me "They won't want to be around me in a few short years."
