different theories I have heard, and I am interested in answers, too....
I know people rave about Mark Lewis but some say you should get a Real Estate Attorney and hire them for a flat fee.
If Mark Lewis wins you anything, you owe him a percentage..if he doesn't, you owe nada.
However, an attorney charges just a set fee whether you win or lose.
That's about all I know... I'm not sure which path to take. Would also love to hear opinions!

Most tax certiorari attorneys do NOT charge a flat fee. They charge a contingency fee (industry standard is 50%) of any refunds/savings you achieve - the same as Mark Lewis. If you don't win, you don't pay, except for standard court filing fees of $30 per taxing jurisdiction.
As far as when you do this..... it depends on where you live.
In Suffolk, grievances must be filed between May 1 and the third Tuesday of May. Petitions are filed within 30 days of the final assessment roll being published (for most towns in Suffolk County this is July 1 so the deadline is July 31).
In Nassau, you can grieve your 2012/13 between now and March 1, 2011. If your grievance is denied and you need to file a petition, you can do so between April 1 and April 30, 2012.
