You cant prepay SUNY tuition,right?
And lock in todays rates, like you can at some state schools, right?

I don't think so. My nephew is starting Albany in the fall. It is going to cost my sister a drop more than $18k/year.
I'm still working on my plan to have Abby pole dance her way through school. Good thing she is leggy.

When I started Syracuse in 1988, it was $15k/yr and that was HIGH!

The rule is, she has to keep her bottoms on. Other than that, go for it. Truth be told, I once went to SCORES years back. Upon seeing some employees in the bathroom, I learned that quite a few of them were financing their educations. Ya do what ya gots ta do!
