No, not always. We bid on a house that was way over-valued - original everything from 1950 - asking 429K, we offered 400K because we LOVED the house, and they refused to counter. And that wasn't even an unreasonable offer!

we had a few stubborn people that refused to counter, and we never offered that much less. its a pain becuase you don't know if they are waiting and will respond or if you need to move on

If they feel its a lowball offer they may not bother countering because it lowers their negotiating position.

Nope. The first house we bid on was overpriced so we took our friends' (and LIF'ers) advice and offered about 10% under market value for it. With that, we "insulted" the seller and he refused to deal with us.

when our house was on the market, there was a RIDICULOUSLY low ball offer and we didnt counter it.
