Who do we call for this issue???
In my parent's house, they are noticing some changes. The hallway floor seems to be slanting and some doors do not stay closed any more.
Is this a foundation issue? What type of a professional should they contact?

yea i would call a structural engineer. I do not know anyone off hand but i would do so quickly because the house is settling and to be that abrupt could be a sign of a major problem.
