As a teacher, I know what really goes on behind state testing and so you really can't deem a district good or bad based on this data alone. you would be surprised to see what the state deems acceptable answers on these tests. (let's just say most teachers would mark them incomplete or wrong) but often the state will give credit. these tests do nothing to show us how kids function on a day to day, real life level. in addition, what is tested is the basic skills expected at that grade level. i would expect an average child (not cognitively impaired) to pass these tests.
however, it was nice to see that the district i work in was in the 98th percentile and ranked 13th in the state! it was sad to see the district i grew up in fall significantly, although they are still in the 75th percentile.

as the mother of two older children, one special ed, the other gifted I can truly say these scores dont tell the whole story. However seeing districts improve or decline dramatically over 10 years is remarkable.

I agree. I was surprised the school district I grew up in ranked at 71%, I thought it would have been higher. But I know they offer special ed services and many extracurricular activities and many optins for electives. So there is more to it than these test but it's a good tool to look at.
