wow - this really is a shame 
I reported an ongoing child neglect issue to SCPD once and asked that someone come by to "watch" how they handle their kids. I was told that they don't babysit and that it was "cultural" 
I called CPS once about someone I know who let her kids stand in the mini van and when her newborn was in the infant carrier she would just put it on the floor of the van not strapped to anything. One day my Hubby came home and said it was a good thing I wasn't with him. He saw said person in the van with the 3 year old standing up holding on to the back of the drivers seat wearing nothing but a diaper. I called CPS and they asked if the children were hurt? I said I hope not im trying to prevent them from being killed...Then she said nothing they could do unless the child was hurt so I said or DEAD?
Her response call the local police ya well her husband is a NYC detectvie?
