Exactly. It depends on the person. I am kind of shy and I hate to have pictures taken of me at family events... the idea of seeing my face broadcast on TV - telling people that I don't know how to dress...
On the other hand - the freebies are awesome.
If your SIL is gregarious and doesn't seem to mind being the center of attention. AND if she has kind of a thick skin - I would say DO IT!
If she is a very sensitive or shy person ... maybe you can just buy her some nice outfits for her birthday and Christmas. 
ETA: I wouldn't be angry at the person who nominated me. I might be a little irritated that they didn't tell me directly that I looked like a disaster. But knowing how difficult that conversation can be - I wouldn't be pizzed.

I know I dress bad so I wouldnt be offended...I am the spokeswoman for Post- Pregnancy- Sweat Pant- Wearing- Mama.
One of my old friends used to laugh that I wore a dress coat with sweats.
