So disturbed by what I just saw
There is a woman that lives in our neighborhood a few blocks away. Her mom is actually closer to us she lives a few houses down. She has a 4yr old and a 4mth old. Her mom baby-sits a lot for her. Anyway she just pulled in front of our house because my mom was talking to her and I had to do a double take because in the passenger seat was her mom with the 4mth old baby in her arms!!!  And I don't think the mother was wearing a seatbelt either!! Apparently from what my mother has seen she does this often with both the baby and the 4 yr old. Apparently she figures she lives close enough that driving with babies in the front seat is acceptable. I just wish she would get caught by the cops rather than learn the hard way how dangerous this is.

I just hate when people who do that!! They are lazy, irresponcible, and selfish to do such a stupid thing!!!!!
If i were you, I'd call the cops w/ the car description, and say, don't want to leave my name, but this person is driving on this block right now... etc...
It may not be nieghborly, but potentially you can save a childs life! She won't go to jail, or lose her kids, just get a scary warning i'm sure... It might make a difference!

 Its so risky to do that I never would!
One time at McDonalds a Dad had his son hanging out the window through the drive through! The kid looked maybe 3, and then they drove away with the kid sitting on his lap.

OMG, what the heck is wrong with people
I saw this once with someone in the back seat and was furious. I started yelling at her (both of us had our windows open). The lady looked mortified, then said she doesn't speak english
