You sure can, in IE at least.
Tools --> Internet Options --> General --> Home Page and there is a 'use blank' button.
I think firefox has the same, but I'm not sure of the path to get there.

In a previous life I worked at an ISP.
Customer support folks would tell me that call volume would quadruple when MSN.com went down - everyone thought their internet was down because their homepage wouldnt load, so they would call up screaming their heads off.
