Well, a flag lot is literally, shaped like a flag---often a long narrow driveway or road, leading to the are a where the house is. Is this related to that?

usually it means there is an entrance road that goes between exsiting structures/homes & takes you to a culdesac of homes built on an open piece of land that is only accessable by the one road. They are becoming more common in areas where land is pretty much used up.
