I know several people who do or have lived there, and have spent some good time there myself---being Navy its hard to not go to VA Beach/Norfolk. I personally love it there; of course, there are some seedy areas, but some really great parts too.

My bf just got accepted into a tech school program there, and I'm gonna go with him. I have been looking at apartments and stuff and I was just curious what the rate of pay is there and if there are any horrible areas to steer clear of.

I'd say you'd make a bit more than that.
Try finding a salary converter. That should give you an idea of how much you need to make there to maintain the same standard of living.
