Absolutely not. I feel if you want the fence, you pay for it. I think it's rude to ask your neighbors to chip in! We paid for our own fence. We did not hook into our neighbors either. What happens if/when they move and the new homeowners are a$$holes? Not something I want to deal with.
ITA I would be taken aback if a neighbor asked me to pay for the fence they want  and my answer would be no way

Our neighbors put in a fence...we asked if they'd like us to chip in and they said no its ok
