How do you show an 11 month old that "Its wrong"?

Gilly pulls my hair....I do a long "Nooooooo" or "no, no" and she laughs. I patted her hand last nite and that only made me feel bad and she just laughed... Kill me...my discipline is apparently funny. Is she too young? Obviously its most likely me, so what am i doing wrong...and I do look her in the eyes like "Nanny911" and she laughs. Help

well whenever I tell my 19 month old NO or it's wrong, bad, whatever, she still laughs at me so when you figure it out, let me know, thanks!!

It's a game to them at that age unfortunately...I usually give my almost 15 month old a stern no and then remove her hand and redirect her by either giving her a toy or singing a song or something. I feel that if I emphasize too much attention to just one thing that she's doing, it makes her want to continue to do that same thing over and over (like a game).

My 14 month old laughs at me when I tell him no. And then if we say it very stern to him he cries and I feel bad :(

I heard that instead of saying "no" you should say "stop" very sternly. I started doing that and it works! But I usually forget and say NO, and he just laughs at me
