Filter or softener? You really don't need filtered water for your toilet. I have a whole house water softener.
What don't you like about the water? Is it "hard"? Do you get spots on your glassware after you wash them? Is there white calcium buildup on the shower heads?

Smells and tastes like chemicals. I don't drink the water, use only bottled and when I shower I can smell the chlorine and other chermicals. I don't want to give it to my cats to drink.
Bethpage used to have the best tasting water and then some law expired where they have to put chemicals in the water. It's bad.
It may be coming from crud in the main line and there's nothing I can do about it.

yes, we just replaced ours with one that is clear.... the amount of rust the whole house filter collects is amazing. we now have the water company come and flush the pipes from the road once a month. the fridge also has a filter, thank goodness

How do you get the water company to flush the pipes? I hate the way my water smells too. I only drink botteld water.
