I always ask the guy at the supermarket because I can never remember but I just rub it with salt, pepper and garlic powder then throw it in the roasting pan ON TOP of carrots and onions with a bit of water/broth.

We just made roast beef last night. It was a top round roast. We put it in the roaster, used some seasoning salt, and put onion on top, roasted at 350 and it was delicious.
