My district meeting is next week to discuss summer and full day for my kids in fall. It's on their last day of school but nothing we can do about that. The school requested the meeting in early May and this was the first date they could get. One of my son's teachers calls me today to 'prepare' me. The district admin apparently received the reports and told the school that she was not approving them for summer. Is this even legal? I thought this had to be discussed at be meeting?

The teacher said to me we will fight this tooth and nail as both teachers (I have twins) and their therapists feel hey strongly need summer. She has been working so hard with him and said he needs this and their school actually saved 2 spots for them so it's not like they don't have spots. We are obviously going to push and she said I don't have to sign anything I don't agree with. I think this district admin wants a diagnosis to get summer services but the teacher said that is not a rule, just her rule! She said she has gotten services approved from other administrators as long as their is justification and it is written up.

I do have a developmental ped appt set up for July (made this appt in February!!!) so who knows what will come of that. I'm feeling frustrated and upset and hate that I now have to go into this meeting prepared to battle. But I will do whatever it takes for my kids. DH will be there and he said he will absolutely not let this go.

Anyone have advice or experience? My stomach is in knots. Not to mention if they don't go to school in summer, they will be spoiled to death by my in-laws. And I don't even know what program I could put them in? I can't even put them in a regular camp-like setting bc my one son is not potty-trained (we are working on it but he is fighting tooth and nail). I just feel like this is an uphill battle.Chat Icon

ETA: The meeting was also supposed to be held at their school but the admin moved it to the district office because she is too busy. Now I don't even know if anyone from the school will be there. One teacher said she spoke with the principal and she is going to try to come but it's difficult bc it's the last day of school.Chat Icon

Okay. I don't have any experience with this because my child is in EI and will get summer services without a fight but I was ready to fight for what she needed at her CPSE meeting and did get what I wanted because I spoke up. My suggestion is to make sure you have the teacher at the meeting or on the phone during the meeting as well as the therapist. Also, be assertive because this is very important. You are your children's advocate so if you and your husband both feel that they need services you are probably right.

You need to show regression for summer school. Have the teachers have documentation ready to show that they regressed after every school holiday. Are they in a program now or a regular preschool? I have never heard a district deny summer services to a child already in program.

They are in a program now-12 self contained half day class (2 different classes). The reports were just sent home today. One son is being recommended for PT (both receive OT and Speech) as well. The reports say they show a % delay in a bunch of different areas (all were 33% or more) and say they show regression after breaks (but that's really it-doesn't get too specific).

I just feel like if the parent, teacher, and all their therapists are recommending summer, how can the district deny it (1 person vs 6 people)? And with all the reports stating the delays? Hopefully the meeting won't be as bad as I am bracing for. Unfortunately the teacher said sometimes it can be as simple as if the admin has had a good day or not. She said sometimes everything is rosy and great and meeting roll smoothly and others it is rocky. Well ours is the first one of the day so should be interesting.

I went through something similar a year ago. One of the reps from the district was stuck on the fact that DS had a PDD-NOS diagnosis and that diagnosis no longer exists. She repeated throughout the meeting that she was uncomfortable in placing him in a center based pre-school without a diagnosis. I should mention that he was in a 1/2 day program at a center based pre-school approved by EI.

When I stated he has a diagnosis she responded, "a valid diagnosis and still exists." It was not a good meeting.

We ended up tabling the discussion, reschedule for 30 days later and in the meantime I had DS evaluated again and got the ASD diagnosis. At the next meeting, everything was approved.

Sine he had a fall birthday, he was in the summer program through EI and aged out early to go to a full day program in the fall.

Did the teacher give you a reason for the potential denial? Is it the diagnosis?

If they deny services I would ask what is need for approval and take careful notes. Push to reschedule asap and be prepared to get any additional testing, paperwork needed.

My concern is that the summer program starts very soon. DS's starts 7/1 and his last day of the spring semester is today.

Ugh this is probably what I am going to have to deal with next year as well...

Can the teacher teleconference in if they cannot be at the meeting?

Just wanted to add that yes you are right all of that really should be discussed at the meeting. How old are your twins? Is this CPSE or CSE?

Thanks all! My twins are 3 1/2 so this is CPSE. Yes, one of their teachers told me if she cannot be there (but she is really trying to be), they will tele-conference in, but she prefers to be in person.

I think the district admin sort of 'unoffically' told the school coordinator that she would not be approving my children for some services based on the reports. Of course we haven't had the meeting yet nor signed anything so nothing is official yet. However, I am glad I know now. Because my husband and I are definitely prepared to fight this. If both of my children's teachers and all their therapists combined feel that they need this then I will make sure my children get this. Not to mention for one of my sons they're recommending an increase in speech and the other they are recommending physical therapy (He doesn't get pt now).

And if all else fails ask for things in writing and tell them
how much you'd hate to have to bring this to the next level...lol. I'm joking but I'm a speech therapist in a school and I've seen this happen. One mention of the word Impartial and bam...

I went through something very similar with my district last year. The day before my meeting, I had an appt. scheduled with a neurologist, who wrote a letter stating the needs for my DS. I faxed it over the same day, because if you hand them a letter at the meeting, they will not acknowledge it as they need time to review it. All his therapists mentioned regression, but that letter was my golden ticket for him...the chairperson said the letter changed everything.

Try to call the developmental pediatrician everyday this week and see if they have any cancelled appointments. Bring all your documents and at the end of your appt., ask for a letter stating any diagnosis /recommendations same day!

If you cannot get the appointment, then go to the meeting, listen to everyone, and if you don't agree, don't sign! Don't get pressured by them and try not to get overwhelmed. Once you have an official doctor's prescription/letter, that will be your key.

Ditto. I am a speech therapist in a D75 school in Queens. Definitely mention that you do not agree and will go to impartial. However, summer school starts very soon. So I hope they just agree to it at the meeting to avoid wasting any time. And I know I said it again, but parents don't always know this, when you sign the attendance at the IEP meeting it just means that you were there. You are not agreeing to anything. When then they send you the final copy, you don't have to sign it if you don't agree with the recommendations.

I always appreciate it when parents agree with my professional and clinical recommendations. But sometimes the school and the district tend to strong arm the parents into things. And parents are not made aware of their rights. You could also have a parent advocate at the meeting too.

Thank you everyone for your advice. Yes, I will definitely vocalize that the trained professionals (special ed teacher, therapists) all agree they need summer so if all these people feel this way I am not going to roll over and frankly I find it insulting that all these reports are written up and these people who work with my children 5 days a week and a person who has never even met them gets to make the decision!!! I am sorry but that is absolutely ridiculous.

If it doesn't go our way, I will say I do not agree and am not signing anything (of course the attendance I will sign) because I do not think my children are being treated fairly and I do not think this is in their best interest (after all-isn't that the point of this whole thing-what's in their best interest?). And I will request someone impartial because I think it's ridiculous that it's all up to one person essentially (the district admin) to decide what my kids get and do not get. When this person does not know my kids from a hole in the wall. All they have to go off are the reports, which is what they should be using. ok, rant over. Chat Icon Sorry about that.

I am getting so worked up about this. Believe me, I wish my kids didn't need services. This is not what we had plannedChat Icon. I would love for my kids to go to a regular school. We were even paying for a private nursery, but the school could not handle them. But since my kids need services, I will get them everything they need and deserve to help them.

My meeting is Thursday morning. Please keep your fingers and toes and everything else crossed this goes well. I will update after meeting.

Also keep in mind that with CPSE summer services are not for advancing, but solely to prevent regression. Our school started to document regression back in September, when it needed to be documented. And regression is about losing a certain percentage of advancement over a break. In order to document, it needs to be done a certain way and there are limits in place. Summer service is not about gaining anything at all for the child, just not losing anything. That may be why the administrator is thinking to deny because regression was not shown.I believe our school said that the districts were using Christmas vacation as the basis for regression and I don't know if that varies between districts.
