The idea is to force schools to hire those teachers who are ATRs.....if you have to let 4 go, then you have to hire 4 from the ATR list. There will be NO NEW HIRES at this time.

At our budget meeting, they said 5 elementary this year. If the tax cap goes through, the following year will be devestating :(

My guess- and I may be wrong- is that you'd lose 2 from the elementary level and 10 from the MS level? Or vice versa.

I know of at least two principals who refuse to interview ATRs. I am sure there are more. Unfortunately, the media has made ATRs out to be crappy teachers, and while I am sure there is some dead wood in there, I bet most of those teachers are fine. However, I also know many of them have obsolete licences in things like typing. Not sure what the fair thing is in a situation like that.

My guess- there is a bill in the Senate that would end seniority rights. If that bill fails, Bloomberg will miraculously find money to avert layoffs. If it passes, the bill would tend to target senior teachers more. For example, they will look at past years' evaluations, of which older teachers will have more. They will also look at data reports, which again, are something newer teachers won't have. So those criteria will favor new teachers. Bloomberg wants to thin out the ranks at the top of the salary scale, and this will also impact pensions, if for example, you lay off someone with 20 years. That person's pension would be less than if they finished their career at the DOE.

In the DOE for NYC, schools were supposed to hire ONLY from the ATR list! I made so many calls to those on the ATR List. I emailed, I called, and called and called....and you know what, I only had maybe 3 calls returned. I HAD to interview those people and one was worse then the next, but our hands were tied and we hired one and it has been a DISASTER! People who are still on the ATR list are there for a reason, most of them stink as teachers!

Re: Layoff Threat

I thought ATRs were just excessed teachers? I know in our school, the teachers excessed are ATRs..one got a job elsewhere and one just came back...I actually have to say..and this is NOT seniority based..there should be an assessment system in place that is as neutral as possible to get the disasters out...that includes new and old teachers...there are some older teachers who are so DONE and some younger teachers that are great..and vice versa..but I think just imposing this with NO plan in place is the REAL nightmare! Oy...

I'm a bit surprised at this response. I was an ATR last year. I am licensed for Pre K- 6 under a common branch license. I had 7 years under my belt and working in a middle school (6-8 grade) when I decided to take a child care leave and stay home with my three children. I returned to my position for one year but because of the extreme budget cuts and I happened to be the one with the least amount of senority AND could only teach 6th grade (therefore not being able to move up a grade)...I had to be excessed. I did nothing wrong and bust my tush as a teacher, but my principal had no choice. Thankfully I was able to get hired 4 days before school ended at a wonderful elementary school.

I understand what everyone is saying about some teachers, but I wouldn't group all of us in one category.

Your situation is unique.....and it is great that you were hired....all the good ones are....Those who are left in the ATR pool are there for a reason. They weren't good enough....I interviewed 5 ATRs for a position in my school and one was worse then the next. We hired the least worst of the bunch and he showed up for a big 10 days a work! Then he went out on a medical leave.....who suffers here? The students do! If we were able to hire who we wanted to hire, we wouldn't be in that situation.

The mayor wants the ATR pool eliminated. That is his ultimate goal. Any teacher who was good, was picked up, those who were in the rubber room for years still remain....Would you want one of them teaching your child?

Re: Layoff Threat

Why can't they just process the rubber room teachers? I bet they are more expensive than paying senior teachers who are good teachers! I mean..come on! There are so many solutions..I am sorry for your ATR situation..we've hired and been lucky as well but like you said, if it's been an extended time as an ATR, you know why..

Rubber Room teachers are who are left on the ATR list! That is my point! Anyone who was any good was snapped up immediately! We did get a good history teacher this year who was put in excess during the summer!

ETA: They just can't proces the RR teachers because they are protected by the Union.
