I use confectioner sugar and butter to make icing.

I'll have to look up the ratio when I get home.

4 cups confectioners' sugar
1/2 cup shortening (or butter-whichever you prefer)
1 teaspoon vanilla extract
5 tablespoons of milk

I always add extra vanilla

I also substitute water for the milk (DD is allergic to dairy)

I would add the milk (or water) in slowly - One tablespoon at a time. You don't want the frosting to get too loose.

That's the recipe I use. And I use water also.
