SLN is probably cheapest, but University of Phoenix has a large online program.

The SUNY learning network is really just a listing of all of the SUNY online courses and programs, so your degree wouldn't be from there.

I believe St. John's has an online masters in education administration. But SUNY would definitely be cheaper if there is a program you are interested in there.
ETA: You can also search for distance learning programs on gradschools.com. FYI, I think most people still have more respect for actual brick and mortar institutions that have online programs, rather than the many for-profit, distance only programs. So you may want to focus your search on those schools.
