A pocket book. My nieces at that age craved dress up time so I got them a cute little pocket book with fake cosmetics inside.

I usually go for arts and crafts. They keep kids busy for hours and brings out creativity.

Depending how much you want to spend membership to the Children's Museum or passes to visit that or another museum.
Gift cards to places like the movies or Friendly's.
