Question about part-time / lunch breaks

I am writing up a proposal for a part-time position

It looks like it will be about 4 1/2 - 5 hours per day (say 10-3). I believe the law on breaks with this would just be a required (paid) 15 minute break. But i thought it would be best to have a 1/2 lunch (unpaid) break since they will be working through lunch time.

I think they'd rather have the paid 15 mins then an unpaid 30 mins. Would you extend the time by 30 mins to make up for that break?

I work pt 4.5 to 5 hours a day and would much rather have the 15, unless I worked an extra 30 min to make up for the unpaid part. They can adjust when they eat - would they be able to eat at their desk? I usually work from morning to early afternoon.
