Is there Etiquette in inviting neighbors to a home b-day party?

we were invited to the little girls' across the street (she's a week older than Paul). We did not go.

We were NOT planning on inviting the whole cul-de-sac, as we don't really socialize with everyone, just next door (no kids) and the people across the street (3 girls ages 5-13)

My parents have always said if the party might run late or get loud, invite the neighbors.

Other than that, I don't think you need to.

how many kids are we talking about?

I would think if you did not invite them that you are sending the message "I am not interested in a relationship with you" to you neighbors.

Which is okay, if that's what you want.

But since they invited you , you declined, and now throwing a party without them...you maybe burning future playmate bridges.

If you or your kids have a relationship with them then by all means invite. Otherwise there is no need to have the extra people over. Plain and simple. Its your party.
