Is it natural for toddlers to be Clingy and Whiney?

Is this natural and will it go away?

My 15 month is becoming very clingy and whiney the past few weeks. He cries whenever I leave the room and would throw a tantrum by lying on the floor crying. It's really heartbreaking to watch so I usually pick him up and hold him but it seems the more I cater to him, the more clingy he gets.

He doesn't seem to have this problem when he's at daycare and in other social settings.

What do you do about this? It's getting to a point where I can't do much w/o him glued to me.

We are sort of going through this with DH and DS.. I'm home with DS, so he's not like that with me, I guess I'm not a novelty. I feel like I could go away for 2 weeks and he'd barely notice Chat Icon
HOWEVER, once DH comes home from work, he's a MANIAC. Literally DH cannot go to the bathroom without tears and screaming. It drives me nutso, and DH *says* it's terrible (But I know him well enough to know he's secretly chuffed about the whole thing, just won't admit it for fear of incurring my wrath Chat Icon ).
I'm sure it's a phase, you just have to keep doing what you're doing; your little Klingon will pass through that phase to ignoring you before you know it Chat Icon I wouldn't "reward" the tantrums though, that's setting yourself up for trouble later!!!

My DC are also 15 months and are like this. They are constantly clinging to me and wanting me to pick them up. DD, who as always been very independent is becoming especially clingy, which is not like her at all.
DS was always more attached to me, but is becoming more so.
They don't have tantrums if I leave the room, but get very upset. They will also cling to me if they are around other people (besides DH).
I am pretty sure it is just a phase.
