In your opinion, what constitutes a U rating in a lesson?

My principal and I disagree here and I am looking for other feedback!

i am not an admin- but i would say:
*lack of classroom management
*weak lesson planning/execution

but its so subjective. also, i would think that for a newer teacher, they should be offered mentoring a chance to redo the lesson before being given a U.

having no lesson plan
being totally unprepared... no focus or flow to the lesson, no clear aim
no management... lack of organization of any kind, no efforts to control the chaos, poor communication to the point that teaching is not actually taking place

I'd be pretty lenient with teachers in giving a U... to me a U is really if the teacher is just blatantly not making an effort with the lesson or the kids at all. Otherwise it is so subjective... every teacher has a different style that they're comfortable with so I wouldn't want to say one way is necessarily "right" or "wrong" in that regard.

ETA... ESPECIALLY if it was an unannounced observation & the teacher had no advance warning. That has to be considered as well.
