I just wanted to offer a I went through the exact same thing this year. In April I left a job I loved for a better commute and a little more $ only to find I am treated like an indentured servant and given the most godawful work to do. At first I took it personally, then I came to realize there is nothing here but godawful work.
I think it's a sign of an organization in distress when they can't even get their act together to move on and progress. Why hire people with advanced skills, great experience, etc. if all you are having them do is clerical work? What's the point?
Keep your resume up to date and start looking when you feel ready. My New Year's resolution is to get out of this dump.

Every HR job does have admin work. I find myself doing filing and faxing things and mailing things...but, I'm not ASSIGNED to do it, I just do it because it needs to be done.
You know my company is always hiring...
