Honestly, I say go with the fancy halter and black pants.
I will admit I think weddings = dresses, but you are in the home stretch of your pregnancy and I am sure you just want to be as comfortable as possible and right now that is top priority.

I would wear the pants too. Im just about 39w and I couldn't imagine wearing a dress all night. Fancy it up with nice jewelry, nice shoes and you'll be fine!  Have fun!
