For those looking for a double stroller that will take an infant seat....
Look into a Combi Twin Saavy LX or EX. Both will take an infant seat made by Combi and both fully recline.

As I work my way down, yes, this is true. 
Some,
may fit too, you just have to try themj.

I went to look at this stroller and the guy at BBB told me that while it holds an infant seat part of the carrier will hang over each side and will make it wider and harder to get into some doorways. It will also hang over where the older child will sit.
