Can you give a 21 month old cough medicine?
Im waiting to call the Dr but I figured I would ask here to.

You're not supposed to. The recommendation used to be not to give it under 2 years old. They recently changed the recommendation to not under 4 years old. I've given it though. 
Oh wait, that was decongestants. Not sure what they're recommending on cough meds. The drug info says you can give 50-100mg 4 times a day to children over 2 years old. Your DC is close to 2 so I'd guess it would be a judgement call.

What kind?
I've given my DD Pediacare. I just gave 1/2 the dose that is recommended for children over 4. This was based solely on my personal information and judgement.
