I would call him and tell him that under no circumstances is he to be talking to your son until he gets help. Your brother needs counseling even if he WAS "joking"... thats not a joke, its not funny, and a 16 year old who has already gone through something traumatic like that does not need to be dealing with an obviously "sick" adult.
