I would get an actual gift and give a gift receipt. They LOVE opening gifts at that age and don't think they get as excited over gift cards yet.
I agree with any type of craft kit, anything frozen, princess, palace pets ( the Disney princess's pets)

I'd do a bag/small basket of just small cute things - for my nieces when they were that age, I'd get little accessories from Claire's, some arts and crafts kinds of things, a toy of some sort from a favorite character, etc.

Arts and crafts: Pom poms, tissue paper, construction paper, colored pencils (short), pencil sharpener, glue sticks, "fancy" scrapbook paper squares, crayons water paint, buttons and do dads to glue on to stuff...
Games: Busy Town (I Spy), Trouble, Set Junior, ABSeas Fishing, pop up Pirate, Old MacDonald Pop and Match game, Guess What I Am, Zingo...

I just got my best friends daughter a kids Manicure & Pedicure at the nail salon and some clothes.

My DD is 4 and loves anything princess (esp Frozen), dolls, dress up clothes, nail polish sets, etc.
You could do a gift cert for a manicure then a little set of mini nail polishes to open.
ETA: games- Operation, Hungry Hungry Hippo, Don't spill the beans

my dd is 4 and she loves frozen, barbies, barbie cars, hair styling set(with blow dryer , flat iron, brush, curling iron) books.
she also would like gift cards because she can go spend it herself. Esp if she is getting a lot of gifts from other people. I think build a bear is still cute for that age.

Games, Lego Sets with the Princess theme, play doh sets, etc

Craft stuff is great..Also at that age dress up stuff is always a hit.
Someone got my DD this fabulous personalized Frozen cover-up..i'm sure she would love that too!!
